SAPRA Executive Director's Annual Narrative Report

*Morgause Fonteleve has been elected as Chief Executive Officer for the period March 2009 to February 2012.

In September 2009 the Executive of the South African Pagan Rights Alliance (SAPRA)announced their intention to pursue legal action, on behalf of South African Witches, against both print and online newspapers who have and continue to publish inappropriate, distorted, exaggerated and misrepresented references to Witchcraft. This option remains open.

The Executive decided on standard requirements for application for RMO in order to filter out the possible joining of members for the sole purpose of obtaining an RMO license through SAPRA.
Ginney May accepted the nomination as RMO Registrar for the Alliance.

The Executive discussed at length how best to serve Pagans who had experienced unfair discrimination. Two cases were referred to the HRC: Rian Pretorius who was refused service by Wilro Printers on religious grounds, and Graham Tarr who experienced hostile discrimination by security members of Carltonville mine, and who suffered a breakdown as a result and was subsequently dismissed by the mine.

On June 2009 Damon gave the Executive feedback from correspondence with the HRC with regards to SAPRA’s appeal for the repeal of the Witchcraft Suppression Act of 1957. The Commission has recommended that further investigation be undertaken.

In June 2009 Ginney May became a Commissioner of Oaths for SAPRA.

In June the Executive also discussed and agreed to submit objections to a clause within the proposed Prevention and Combating Trafficking in Persons’ Bill linking witchcraft with human trafficking, with the SALRC. The current bill does not include any reference to witchcraft in relation to human trafficking.

On 10 August 2009 (after deliberating within the Executive) SAPRA issued a press statement rejecting the allegations made by ANC MP Adrian Williams with regards to the Alliance being arrogant in their pursuit of the Melville Mandate and the reclamation of the terms Witch and Witchcraft.

In early September the Executive discussed Kobus Jonker’s comments on the Harmse case. A Press Release of 3 September states “SAPRA would like to state categorically that Mr. Jonker is no expert of the Occult and that his testimony and subsequent statements appear to have been constructed on nothing more than faulty associative speculation. The five-pointed star Jonker refers to as a "pentagon" is actually called a pentagram. Any credible occult expert would know this.”

On 6 September the Freedom of Expression Institute refused to assist SAPRA in its complaint against the S.A. Press Ombudsman, on the grounds that the Ombudsman's process was procedurally fair.

On 7 November SAPRA issued a Press Release opposing the UN & IHEU’S call to eliminate witchcraft in Africa.

On 12 November SAPRA was requested to participate in a Stellenbosch Journalism Department Interview regarding Paganism.

The Executive engaged once again in the debate of whether SATANISM is an acceptable Pagan Path for SAPRA or not. The Executive ruled that whilst we do not oppose Satanism, nor seek to discriminate against Satanists, this Alliance would not accept Satanism as a Pagan religion.

In August 1 the South African Law Reform Commission (SALRC) recommended to the Minister of Justice and Constitutional Development that he approve the inclusion of the investigation into the Witchcraft Suppression Act of 1957, in the Commissions’ research programme in terms of Section 5(1) of the SALRC Act.

In December 2009 the Executive engaged in lengthy discussions concerning Leo Ingwe, Secretary of the Nigerian Humanist Movement’s National Conference on
witch-hunts, Christian fundamentalism and Child Abuse. Damon subsequent engaged in correspondence with him with regards to the Alliance’s stance on the matter.

On 8 December Damon joined the Witchcraft and Human Rights Information Network (WHRIN) on behalf of SAPRA, in an attempt to engage stakeholders and NGO’s in discussion on issues arising from the ongoing dialogue on and around witchcraft in Africa – to prevent the marginalization of self-identified Witches.

In December the Executive discussed matters arising from The Parliament of World Religions. Matters such as “What is Paganism?”, Indigenous and ethno Paganism, etc.

On 26 December, after deliberation with the Executive, SAPRA issued a Press Release against Jannie Engelbrecht and his Netwerk teen Dwelms en Okkulte on Facebook after the group stereotyped Pagans as drug addicts.

On 18 January 2010 South African Pagans and Witches publicly condemned the practice of human mutilations.

On 5 February the ANC called on the state security establishment to establish some sort of “early warning and response system” to “effectively intervene in stamping out
the scourge of Witchcraft in society”. The Executive discussed the need of SAPRA to respond to it. SAPRA’s Press release entitled “ANC act on Witchcraft”.

During the year the Executive also engaged in the discussion of afro-centric magical terms such as “umthakhati” in connection with interviews to THO’s national coordinator, Phephsile Maseko. The Executive in general felt that the THO was promoting prejudice. Maseko alleged that the witches were the muthi murderers. On
19 February SAPRA announced that they would not permit traditional healers to continue to make unfounded and untrue allegations against Witches and Witchcraft,
and that they will be submitting a complaint, against the THO's national coordinator, to the South African Human Rights Commission.

In February 2010 the Executive Media Committee assisted in the drafting of the press pack for the 30 days of advocacy against Witch-hunts in Africa Campaign.

On 19 February SAPRA submitted a letter to Department of Women, Youth, Children and People with Disabilities with regards to their Press Release, dated 18 February and entitled “ Dept healers declare war on muthi killings”, in which Damon took the opportunity to clarify misconceptions advocated by the THO’s national co-ordinator: "witchcraft is all about greed and jealousy... unless there are leaders in government, who are willing to lead the fight against witchcraft, legitimate traditional healers are
not going to get over this hurdle." The Alliance represents self-identified Witches, who practice Witchcraft, and who regard Witchcraft as our religion. Maseko's allegation that muthi murderers are "witches" practicing "witchcraft" is untrue and defamatory. SAPRA issued press release: Gov declares war on muthi killings.

On 20 January the Executive discussed the letter to Damon by one Benjamin L. Baney (of Svetlana Schreiber & Associates in Cleveland OH which specialize in
Immigration Law) with regards an asylum case they are currently working on. Damon subsequently offered his assistance and directed him to articles and books
which could assist him in his investigation and research.

Yasseen Ally (UNISA) contacted Damon on 22 February and thanked him for his permission to let him use A Pagan Witches Touchstone for his research in his PhD studies which focuses on witch hunts in SA.

On 22 February SAPRA lodged a complaint against the THO with the HRC.

Update for Sacred Grove - AGM 2010

Greetings All!

The last year has been extremely busy for Sacred Grove - with extreme highs and lows.

After loosing the Sacred Grove Homestead, experiencing illness and after loosing my job - Sabats have mainly been celebrated in Solitary by its members.
Ostara last year was celebrated in unity when several members of different groups came together to celebrate the last ritual at the Homestead.
I could not have asked for a better farewell.

As of September last year, I found myself following this season of trance parties. I offered Tarot Readings and after being asked by several people whether I would be celebrating the Sabats - I was asked if they could join.
I found myself celebrating these special days with total strangers in all four corners of the Western Province.
I have been blessed with experiences beyond my imagination.

The students have continued their studies, a few new students have joined and 3 have left to follow a different path.

I earned my RMO status recently and I look forward to serving the community.

My book is coming along as well, as each day I receive more emails from Pagan people wanting to share their stories.

Next year - Pagan Freedom Day 2011 will hopefully be a grand occasion as I have been asked to organise Cape Town's big day. I have many plans and I look forward to working with a team of dedicated people.

I look forward to the day when I will have a new Homestead as well as a God representative by my side to help bare some of the responsibility.

From all of the members of Sacred Grove and friends - blessed, blessed be!

Total = 331
Formally Registered & Carded Members = 135
Solitaries = 86
Members Belonging to Groups = 49

Several issues of the SAPC Newsletter went out to subscribed members, keeping them informed regarding all news, programmes and matters arising during the daily running of the Council..
A time-line was set up so that members may monitor the Council’s progress. This year the Council was accepted as a member of SAFCEI but got no positive response (besides postponing tactics) from the other interfaith groups approached (e.g. the NILC, NRL and MRM).
An upcoming events page was made available for members to advertise on, free of charge. This is not being utilized. Members, please note that your events and services may be advertised here free of charge.
Forums: The Blog, Speak Up and Weekly Article pages were fairly well utilized this year. created, so that members can publish their blogs and articles of relevance to Paganism and Pagan Spirituality.
Several Polls were successfully run on the site, e.g. Membership fees and Membership criteria. The results were published on the site.

A parameter was created for visitors and members to donate money towards the running of the SAPC and several members now regularly donate and . We take this opportunity to thank all those who sponsor the SAPC through their constant and generous donations.
The SAPC continues to be represented at public demonstrations and meetings against environmental issues.
Strategic Plan for 2010
Speak Up section is still not fully utilized - Phos Erebos undertook last year to assist with running with this parameter.
Community Building Conference to be held in Johannesburg - proposed date 22 September.
A new free publication/downlod is in the pipeline: Pagan Clergy Handbook
Project Hypatia – the Registrar and Convener undertake to continue with the inter-faith campaign and the press awareness campaign intervening through the media where Paganism or Witchcraft is brought into disrepute by individuals or the press. Encourage Independents and Affiliates to pursue such endeavours within their communities or refer them to the SAPC and SAPRA. Continue tackling the MRM and NILC re Pagan prayers for the opening of Parliament, etc. and working with SAFCEI.
Project Spinning Wheel – recruit local Pagan-friendly artists to exhibit works to raise consciousness with regards pollution, soil erosion and nature conservation. These events can be covered by the press to further raise consciousness and to pave the way for further exhibitions in other centers and towns.
A special word of thanks goes to Erebos for the sublime articles and reading material he treated us with during the past year, as well as for his period as Convener of the SAPC during 2009, to Charles for his constant contributions, wit and moral support, Damon Leff for his indefatigable work for the Pagan Community and Luke Martin for agreeing to run for Convener again prior to 2010 Fifa WC which takes up all his time. Goddess bless and keep you gentlemen!

Temple of the Midnight Sun Annual Report

Bright Blessings Everyone

Temple of the Midnight Sun has had a relatively quiet year. We have mostly had private Sabbats as opposed to public ones on previous years. We did host the Pagan Picnic at Alverstone Wildlife Park. I think we may have picked on of the hottest days of the year to do it on. Beautiful venue but most of us were way too hot and lazy to walk amongst the Zebras and other Wild Animals.

I myself have been very busy with Weddings. The highlight of these Weddings was a full Coven Gay Pagan Wedding on the Bluff in October last year. We had 11 of us in the circle plus the couple - Sewan and Sayen - which gave us the traditional 13 in a Coven wedding.

Sadly we shall be loosing our High Priest - Roland (Ice Dragon); his girlfriend Alex and their son Rowan when they go overseas later this year. They will be greatly missed.

Currenlty we are working in conjunction with Fey Fand of the Celestine Circle and various other Pagans in the area on the Pagan Freedom Day Event. Fey has put together an amazing program and we are sure it will be very successful.

CELESTINE CIRCLE ANNUAL REPORT MAY 2009 – MAY 2010

The Celestine Circle continues to grow and work together. We now have 159 members of our closed FaceBook Group, and many others who do not have access to FaceBook. Our membership currently stands at 276 people.

Badger Woolfsbane, our High Priest, immigrated to Canada with his family in March. This was a very sad occasion for us, and we wish him all the best with the future. He is already in touch with other Pagans in Canada and plans to attend a Beltaine gathering on 1 May. He remains in close touch with Fey and has made contact with other members of the Celestine Circle who live in Canada.

Many other members have also moved to other countries, and it is amazing that two of them “coincidentally” ended up working for the same company in New Zealand! One member who has been away from us for three years, Tammy Foote, is returning in August and her arrival is widely anticipated with excitement.

With our growth has come the growth of our Council of Elders. In KwaZulu-Natal we now have Tracey Shuttleworth as Maiden, and her partner John Dee, and Jan Atholl Botha, as Elders of the Circle. In Gauteng, DarkRayven Morgaine and her partner Giscard are holding open Sabbat Circles and carrying our flame for us. Thanks go to all of them.

We made a decision early last year to open our Sabbat Circles to all, as we feel that seekers should be able to observe Circles and see what it is that we do, and if they wish to participate, they are also welcome to do so. Circle attendance varies depending on the time of year and other factors, but there are new faces at every Sabbat and there is very exciting energy building.

Pagan Freedom Day in KZN this year promises to be a wonderful event, and we will be hosting a Circle for Planetary Peace, and blessing water to be released into rivers and the ocean during the rite. We see Pagan Freedom Day as an opportunity to enlighten people about the practice of WitchCraft and to clear up misconceptions, as well as a chance to share and exchange energy with kin.

The Celestine Circle website has been thoroughly revamped, thanks to Leanne from Gaia Concepts. The URL is www.celestinecircle.za.net. Our newsletter, which is published at Samhain, Imbolc, Beltaine and Lughnasadh, is available at this site, as well as ritual photographs and other information.

Our environmental work continues. We have been working for the protection of the dolphins which are massacred annually by Japanese whalers in Australian Southern Atlantic waters, and we greeted the winning of the Oscar for the documentary The Cove with much joy. We have been blessing and releasing water at every opportunity to communicate with cetaceans to move away from signs of humanity. We are also keeping a close watching brief on the proposed mining of the Xolobeni area of the Transkei coast, and at Lughnasadh, four days before the local community were to present their plea to the Dept of Minerals to prevent the mining, we performed a rite asking for assistance for them. The hearings were postponed, giving the people more time to prepare their arguments. Apart from working with magick in these areas, we also encourage awareness and the expression of opinions through petition signing and other work.

As usual, we will be going away together for a weekend, and in 2010 we will gather for Beltaine in the Central Drakensberg. More details will be posted in the Imbolc newsletter and on the website. Details of open Sabbat Circles and other gatherings can be found on the website.

Fey Fand, the High Priestess of the Celestine Circle, has accepted an appointment to the Executive Committee of the South African Pagan Rights Alliance, and remains an Executive Committee member of the South African Pagan Council. She assists Damon Leff with regard to SAFCEI (South African Faith Communities Environmental Institute) as well.

On 5 April 2011 the Celestine Circle will be ten years old, and we plan to celebrate this auspicious anniversary at Fey’s hearth the weekend before that date.

To all the members of the Celestine Circle, thank you for your enthusiasm, energy and sense of kinship. You are our family, as we are yours :-)

Bright Blessings!!!
Fey Fand

Report on CoAR 2009

Merry meet to all. 2009 was an exciting year for CoAR but sad also. After years of preparation and work, we initiated the coven at Yule, with three members whose designations were HPS, HP and Scribe. Our Coven Compact was written, agreed upon and signed by all. We each received a silver triquetra to signify the power of three. At our Imbolc meeting we decided on who should be invited to join at the Ostara initiation and the invitation was sent out. As HPS I was looking forward to adding a Bard to our numbers.
Sadly, by the time Ostara rolled around, and our new member was initiated, we were down to two members. And so we went forward into the mundane New Year as a group of three again. Sadly, early in the New Year another member requested a sabbatical – which we granted – for a year and a day.
And so, as I write this, our fledgling coven consists of 2 members, a Bard and a HPS. We are hoping to add to these numbers at Yule again!
We celebrated all Esbats and Sabbats at the Covenstead with an average of 10 participants, and enjoy regular attendance at the various craft and healing workshops we offer.
Apart from the initiation of the coven, it was with great excitement that I passed my RMO exam and am now a registered RMO. I performed my first ‘legal’ Handfasting on 7 November 2009, and it was a resounding success. Many thanks to Morgause and Luke for their assistance and support in this endeavour.
Bright blessings to all and thank you for everything you do for the community.
Lady Asppara Dantalian

Interfaith Initiatives.

As is no doubt clear from correspondence received by ourselves and posted elsewhere on this forum, our regular polite requests to the interfaith bodies to be included continues to garner the same dismissive response - "wait and see" - with the added fillip that an article Damon Leff published has apparently angered some of the members of the NRLF to the extent that they are now unwilling to respond to us at all.

Further initiatives aimed at securing our inclusion in these bodies (NRLF, NILC, and MRM) will, however, continue to be attempted, hopefully with more success - we are fortunate to count amongst our allies those who have such enormous experience in fighting for recognition and acceptance from the authorities, and this stands us in good stead.

An example: We were able to produce our OWN constitution on request from the liaison officers of these bodies - but our request to themselves for same in reciprocation was unsuccessful, purely because they did not HAVE an approved constitution. This level of readiness, thoroughness, and professionalism on the part of the SAPC is impressive, and dare I say, rather intimidating to non-Pagan 'outsiders' such as the members of the NRLF who view Pagans generally as a very small band of ragtag misfits with no real organisation. It was rather satisfying, I believe, to be able to prove them not only wrong, but to demonstrate our own level of professionalism and preparedness in comparison to their lackadaisical and 'manana' approach.

For this, a vote of thanks must go to our Convenor and Registrar especially for their untiring efforts to do everything properly and professionally, and to our allies such as SAPRA.

Charles.

Lunaguardia Report for 2010 AGM

Lunaguardia Report for AGM 2010
Posted Thu, 04/22/2010 - 06:11
LUNAGUARDIA REPORT FOR 2010 ANNUAL GENERAL MEETING

Nelspruit is home to a number of Pagans and Pagan sympathisers, although this number remains small. Paganism is practiced mostly in small groups or as solitary individuals. Lunaguardia this year proposed a Gathering of the Clans and moots but few felt it was safe to step out into the open.

The end of 2009 and the beginning of 2010 saw the arrival of some new members: Artemisia Divina, Evora Olympidora, Yumna, Hetsia Hellespontina, Christine, Arianna Zenovia, Amberstorm and Martin – we would like to take this opportunity to welcome them and wish them abundant blessings on their respective journeys.

The local Pagan community still remains within the shadows of society. Lunaguardia, however, have engaged in various public debates on an online community forum called WOMF (Word of Mouth Forum) run by the local newspaper and other inter-faith events. The topics of these debates range from the abuse of the environment by corporations and developers to innocent and sometimes sinister curiosity about Paganism in South Africa and the Lowveld specifically - the current outcome of each being similar: while the conservative layman maintains his aggression towards any minority that does not conform with his view of “the Truth”, we have witnessed tolerance and unbiased fact seeking by a few individuals, some religious and others not. And the number appears to be growing, albeit slowly. We sincerely hope that this is a sign of things to come.

With regards to the media, we have undertaken to engage them wherever possible with the objective of highlighting the importance of a capital “P” when referring to Paganism and Pagans in South Africa, demonstrating prejudice with regards to articles on ‘witchcraft violence’, etc. This allows us the necessary platform to inform the media as often as possible that Paganism is in fact a legal and recognised religion in this country.

Solus Ambika Leucothea and Rayden Acheron relocated some time ago from Nelspruit to Witbank, where they hold meetings with local Pagans and together also tackled the local newspapers re Halloween, our religion and other Pagan sensitive issues.

Furthermore, Lunaguardia is actively involved in an anti-pollution campaign alongside RATS (Residents Against Toxic Sonae) and are advocators of sustainable living projects in the Lowveld. Lunaguardia remains active in local press and environmental issues.

Lunaguardia presents weekly discussions and lectures to the public. Some of the topics dealt with are:
- Archeoastronomy (presented by Mr E.Furter from the Theosophical Society in Melville)
- Theosophy – comparative study of religions
- Women in Sparta
- Lectures on Socrates (as well as Crito and Phaedo)
- Virgil’s Aenid
- The Orphic Hymns, etc

The Elders of Lunaguardia have paid visits to members in outlying areas, namely Johannesburg, Barberton, Kaapsehoop, Lydenburg and Witbank and Sabie.

Lunaguardia’s teaching program for this year is broken down into four primary Courts:
Dragonscourt – the training of young adults conducted by Rayne Selene and Endymion Helios.
Ravenscourt – Asatruar/Theodish group of reading, discussion and ritual overseen by Morgause.
Aradian Court – Group commencing with Stregheria.

All of the above Courts focus on the individual students, taking into consideration the emotional and intellectual capacity of each in an effort to make the learning process as easy and enjoyable as possible. Introduction to the relative schools of study gives way to the contemplation of the inner mysteries at a speed that is conducive to the individual’s understanding and digestion of knowledge.

The Philosopher’s Court – this is the Inner Court where the Elders and long-standing members discuss matters pertaining to Religio Romana and Hellenic studies and texts.

Due to the intense teaching program carried out by coven leaders Aurelius and Morgause as well as their involvement in the SAPC and SAPRA, they have handed the title of High Priest and High Priestess over to Endymion Helios and Rayne Selene respectively for 2009-2011.

Lunaguardia will be hosting the 2010 Nelspruit Pagan Freedom Day on the 27th of April. This is an open event that will open with a talk on Paganism, and present fun activities such as:

- Paintball duels
- Kendo fights
- Knife throwing
- Archery
- Crafts and wares market
- Pagan display
- Fire dancing
- Rain-dances
- PFD Raffle
- Drumming circle
- Thanksgiving
- PowerPoint presentation by Morgause
- The launching of Drychten (Angus Burns) CD celebrating the 8 sabbats.

Four members of Lunaguardia have moved away from this area: Gaia, Dionysus, Arianna Zenovia as well as Esmeralda and her three children. May the Gods be with them always.

We would also like to take this opportunity to congratulate Amberstorm and Martin on their engagement. Their Handfasting will take place on Beltane this year, under the auspices of Lunaguardia.

Thank you.
Rayne Selene and Endymion Helios

2010 SAPC AGM - MEDIA LIAISON

I am afraid that as media liaison for 2009-2010 I have not been as active as the previous year, and much of the SAPC’s liaison with the media has been overtaken by current events – such as allegations by ANC MP Adrian Williams; the reclamation of the terms Witch and Witchcraft; the Parliament of World Religions; muti murders, interfaith initiatives, etc.

I still strongly believe that Pagans can do quite a bit to influence the general public’s view of Paganism and this is why it remains crucial that we, as Pagans and/or Witches, put a positive face on our beliefs while remaining determined not to give up on any of our rights.

Attempts to be included in the interfaith movement have shown that Paganism is still a long way from being accepted as a “real” or “serious” religion by most non-Pagans. However, it is encouraging to see that a number of SAPC members have done a wonderful job fighting for our rights as Pagans and representing South African Pagans. For their fortitude we all owe them a debt of gratitude.

Although I have attempted to keep writing articles on a regular basis, I feel that I would be at fault not to acknowledge that as far as acting as media liaison I have in the past year left much to be desired. I think the SAPC would be best served if another SAPC member was appointed as media liaison as soon as possible.

Also, please accept my humble apology for not having written a full Media Liaison Report for this year’s AGM as I did last year, but, at the moment, I find it rather difficult to concentrate on anything of substance.

Report from Starwolves Coven

Starwolves Coven Annual Report to the SAPC :

During the year 2009/2010 the Starwolves aided the cause of Paganism
in South Africa in the following ways -

Was involved in the original planning of the National Pagan Picnic,
which occured succussfully throughout the country.

Organised the Pagan Bash via its band The Bards, bringing pagans and
public together for a day of relaxed fun and peace. The next bash is
already in the works and is expected to be even bigger.

Continue to aid in educating the general public about our ways via
public ritual, talks and community interaction.

Regards.
